A purchase order from a large US retailer is permission to sell your product — it is not permission to ship it in packaging of your own choosing. Retailers enforce detailed vendor routing guides covering barcodes, case packs, pallet patterns, labeling and transit performance, and non-compliant shipments are routinely refused at the distribution center or hit with chargebacks. The way to protect a launch is to treat retail packaging compliance as a design-stage workstream: work from one end-to-end checklist, use the current routing-guide edition, and involve a partner who understands retail rules before samples are approved and tooling is cut.
Start From the Routing Guide and Vendor Documentation
Every major retailer publishes vendor documentation — a vendor agreement, packaging and routing guide, labeling standards and, often, category-specific addenda or electronic-data requirements. Read the edition attached to the purchase order for your category; guides change, and the current version governs the shipment. Note requirements for master-carton dimensions, label placement, case-pack quantities, pallet standards and delivery booking before structural design begins. Changing a master carton after artwork approval wastes tooling and time, which is why compliance review belongs at the start of the project.
Product Identification: GS1, GTIN, UPC and Labeling
- Barcodes: US retail generally expects GS1-standard GTINs encoded as UPC-A barcodes; EAN-13 is the common format in many other markets. GTINs should be licensed by the brand through GS1 — reused or resold codes can create catalog conflicts.
- Placement: Barcodes belong on a flat, single-thickness panel where they stay scannable after filling, never across corners, folds or textured areas.
- Hierarchy: Each selling unit and each multipack configuration needs its own GTIN. Inner packs and master cartons may carry ITF-14 or GS1-128 labels according to the guide.
- Other label content: Country-of-origin marking, retailer item numbers, product descriptions and shelf-ticket or price-label rules may also apply. These are legal and catalog obligations; the factory should never invent them.
Retail-Ready Packaging Formats
Many categories must arrive shelf-ready: SRP trays, PDQ counter displays or retail-ready cases that open cleanly, merchandise product with minimal store labor and carry clear shelf-facing branding. Confirm the required format, pack quantity and opening system in the guide, and design the shipping case and retail pack as one system rather than two unrelated parts. Our shelf-ready packaging guide covers the structural detail.
Transit Packaging and Performance
Retailers expect goods to survive a full distribution cycle. Master cartons need documented board specifications, and brands commonly run ISTA-type transport performance tests — ISTA protocols simulate drops, compression, vibration and atmospheric conditioning for a defined distribution environment. Drop performance, stacking strength and edge-crush resistance should be matched to product weight, the pack method and whether goods travel palletized or floor-loaded. Good products still generate damage claims when transit packaging is treated as an afterthought; our drop-test guide goes deeper.
Case Pack, Palletization and Container Loading
- Use standard case packs. Mixed SKUs or mixed purchase orders in one carton are typically prohibited unless explicitly allowed.
- Carton markings show the item/SKU, description, quantity and purchase-order number in the positions the guide specifies, with labels visible on outward-facing pallet panels.
- Pallet patterns, maximum pallet height and weight, overhang rules, slip sheets and wrapping requirements all vary by retailer. Container loading should preserve pallet integrity rather than maximizing count at any cost.
ASN, Appointments and Inbound Documentation
Most large retailers require an Advance Shipment Notice (ASN) transmitted against the purchase order, matched with compliant shipping or carton labels — often serialized GS1-128 labels — so receiving can scan the delivery against the notice. Freight generally has to move under the retailer's routing instructions and arrive by appointment; unannounced or early deliveries can be refused. These are standard industry concepts, but each retailer implements them differently: always follow the specific guide rather than copying another program.
Sustainability Marks and Substantiated Claims
Recycling symbols, resin identification codes and fiber-sourcing references (such as FSC claims) may only be used where the supply chain actually holds the relevant chain-of-custody certification and the claim satisfies destination-market substantiation rules, which expect claims to be specific and truthful. Programs exported to the EU also have to fit European packaging regulation — see our EU PPWR guide — so align claims and evidence early.

How Great Union Supports Retail Programs
Great Union Packaging works as a brand supply-chain partner for brands selling into Western retailers. We manage design, sourcing, manufacturing coordination, QC and logistics across production partners in mainland China and Southeast Asia, and we build routing-guide requirements into the project from the dieline stage — label data, case configuration, performance testing and shipment documentation included. Retailer-specific audits, certifications or laboratory tests can be coordinated per brand requirements. Exact specifications, lead times and costs are confirmed per project; related reading includes our guides to factory audits and to running a packaging RFQ.

Scope & Limitations
This article offers general, buyer-side compliance information only and is not legal advice. Requirements differ by retailer, category and distribution channel, and the purchase order's routing-guide edition always takes precedence over any summary here. Labels, regulated marks and sustainability claims must be reviewed by the brand against the rules of the destination market. Testing, audit and certification arrangements are coordinated per brand requirements, and specifications, lead times and costs are confirmed in the quotation for the actual project.
