Product Scope: What Is Actually Covered
The scope is broader than the name "pizza box" suggests. It covers certain corrugated food-service boxes, whether finished or unfinished, assembled or unassembled — including ready-to-assemble corrugated die-cut blanks shipped flat in bundles. Key parameters:
- Dimensions: length ≥ 5 inches, width ≥ 5 inches, height ≤ 4 inches (no maximum length or width).
- Flute types: B-, C-, D- and E-flute, and any equivalent corrugation.
- Finishing: printed or unprinted, coated or uncoated (including grease-resistant liners), with or without ventilation holes, perforations, or condiment holders.
- Shapes: rectangular, square, round, hexagonal or octagonal.
- HTSUS classification: typically 4819.10.0020 (though the written scope controls).
The Origin Rule That Matters Most
The petition defines country of origin as where the corrugated sheet is produced. Critically, boxes made from Chinese corrugated board that undergo further processing in a third country — printing, coating, die-cutting, trimming, folding or assembly — remain in scope. This means simple trans-shipment or light finishing in an unaffected country is not a lawful way around the duty. Genuine sourcing diversification requires genuine upstream (board manufacturing) diversification.
Timeline: When Duties Could Hit
Commerce is expected to initiate the investigations around September 29, 2026. The estimated schedule:

While final orders would come in late 2027, provisional cash deposits can be required from the preliminary determinations — and under suspension-of-liquidation rules, exposure can in some cases reach back ~90 days before the preliminary determination for entries of subject goods. What It Means for Buyers and Brands
- Price and supply shock. US domestic pizza box capacity is concentrated in the two petitioners. If imports from the three named countries are effectively removed, short-term supply will tighten and prices will rise before new capacity qualifies.
- Liability sits with the importer. AD/CVD duties and deposits are the importer of record's obligation — often well after goods are ordered. Contracts need duty clauses, and suppliers' origin claims need documentation, not assurances.
- "Third-country assembly" is a trap, not a strategy. Because origin follows the corrugated sheet, routing Chinese board through another country for printing or die-cutting does not escape the scope and can create separate customs fraud exposure.
- Diversification must be structural. Buyers should validate where board is actually laminated, not just where boxes are converted. Supply bases in regions outside the named countries — with board manufactured locally — offer the durable option.
- The trade-remedy map is widening. This petition follows years of AD/CVD and Section 301 action across packaging and paper categories. A sourcing strategy tied to a single country or factory is increasingly a compliance and continuity risk in itself.

- 责任在进口商。反倾销/反补贴税及保证金是美国进口记录人的义务,且往往在下单很久之后才产生。合同必须加入关税条款,供应商的原产地声明要有文件支撑,而非口头承诺。
- "第三国组装"是陷阱不是策略。由于原产地跟随瓦楞纸板,把中国纸板转到他国印刷或模切,不但逃不出调查范围,还可能构成海关欺诈风险。
- 多元化必须是结构性的。采购方应核实纸板真正的复合/生产地,而不只是盒子在哪家厂成型。在非涉案国家、且纸板本地生产的供应基地,才是可持续选项。
- 贸易救济版图正在扩大。此案是多年来包装纸品类一系列双反和301关税行动的延续。把采购绑定在单一国家或单一工厂,本身就越来越是一种合规与断供风险。
